A substance that bears the resemblance (e.g. packaging, markings, labels, etc) of a registered controlled substance but was created by a person or persons not authorized or registered to manufacture and distribute the substance.

For example, counterfeit Adderall tablets bear the resemblance of legitimate Adderall in appearance and labeling, but were not produced by the drug company, Teva, which owns the Adderall patent.
